QRC RESPONSE: Contacted consumer, phoned and explained to him that he needs to resubmit plumbers letter.
I send him email to send it directly to me. In addition i explained that the consumption has not dropped which shows that no leak has been fixed therefore we need proof from plumber as to what will be fixed and from when leak took place.
