Rates charge not decreasing despite regular payment

I trust you are well. We made arrangements at the beginning of 2022 and we have been paying between R6000 and R8000 every month. It seems however that no matter how much we pay our balance ever decreases. Recently a second water meter was added to our account and this water meter was now charging significantly more which set us back again. According to our November statement we owed around R34 000 now according to our December statement we owe around R53 000. We have been diligently trying to settle amounts with BCM yet things are not improving. May you please look in our issue and assist. I have visited BCM a few times to try and sort this out but over two years later I am still sitting in the same position and this is very frustrating.
